It is once again time for Trento Festival of Economics!!! The fourth edition of the Festival of Economics will animate the city of Trento from 29 May to 1 June.
Economists, legal experts, entrepreneurs, managers, politicians, sociologists and journalists will come together to publicly debate a central issue for our future: how to conciliate identity and globalisation in a time of crisis.

Economists of indisputable prestige coming from the best universities in the world will help us to clarify our ideas. They include two winners of the Nobel Prize for Economics. The first to participate in the Trento Festival will be George Akerlof, who will explain how important decisions are often inspired by “animal spirits” and how these instincts represent one of the causes of the current recession, with a sudden collapse in trust, a factor which governments will undoubtedly have to take into account. The second economist, James Heckman, will help us to understand how economics and psychology are the key to understanding our identity and personality.

To proceed. At the 2009 Festival of Economics Tyler Cowen, Lecturer in Economics at the George Mason University, economics leader writer for the New York Times and responsible for one of the most popular and authoritative blogs in the world, will draw a picture of the new Roosevelt, illustrating the different fiscal packages drawn up by the governments of the G20. On the question of identity, Alessandra Casella, Lecturer in Economics at Columbia University, will reflect on how it is possible to realise democratic systems combining the decision-making power of majority systems with measures to protect minorities. Starting from the fact that there are countries made up of 11 thousand people and nations such as China, with more than one billion 300 million inhabitants, Alberto Alesina, Lecturer in Economics at Harvard University, will reflect on the ideal size of nations from an economic point of view and to what extent economics can explain these trends. Roland Benabou, Lecturer in Economics and Public Affairs at Princeton University will get to grips with mechanisms of collective choice that can explain economic bubbles and the collapse of trading markets. Anne Krueger, Lecturer in International Economics at the Johns Hopkins School of Advanced International Studies in Washington, will describe what the world will be like after the crisis, on the basis of her important experience at the highest levels of the International Monetary Fund. Luigi Zingales, Lecturer in Economics at the University of Chicago, will outline what the new rules should be for the future of financial markets, whereas Edward L. Glaeser, Lecturer in Economics at Harvard University, will highlight how our knowledge reflects the influence of our neighbours and how that influence often leads us to make mistakes, especially as regards the dangers of different ethnic groups.
These are just some of the protagonists of the 2009 Festival, who will be joined by important figures involved in public debate and on the Italian cultural scene including, among others: Giuseppe De Rita, Gian Arturo Ferrari, Lucio Caracciolo, Carlo Petrini, Giuliano Amato, Giampaolo Fabris, Innocenzo Cipolletta, Luca Cordero di Montezemolo, Fabrizio Galimberti, Alessandro Barbero, Diego Della Valle, Federico Rampini, Francesco Giavazzi, Tommaso Padoa-Schioppa and Enrico Letta.
The traditional format of the Festival of Economics has been confirmed: Keywords, At the frontier, Visions, Focus, Dialogues, Intersections, Witnesses of Time, meetings with “Il Sole 24 Ore”. There will be a new appointment with the Crisis Tribunal, where each day at 12.00 a trial will be held – not so much of people, but rather of institutions and rules – with finance, economics and politics before the court.
The sessions presenting books dealing with this year’s theme will be chaired by Tonia Mastrobuoni, an economic journalist with “Il Riformista”.

The subprime mortgage crisis in the United States has spread across the globe, amplified and becoming systemic as a result of networking effects arising when financial institutions are lenders and borrowers at the same time. A number of economic mechanisms have played a role in the liquidity and credit crunch. The effects of large quantities of bad loan write-downs on borrowers’ balance sheets caused two “liquidity spirals”. As asset prices dropped, financial institutions not only had less capital but also more difficulty borrowing, because of tightened lending standards. The two spirals forced financial institutions to shed assets and reduce their leverage. This led to fire sales, lower prices, and even tighter funding, amplifying the crisis beyond the mortgage market. Lending channels dried up when banks, concerned about their future access to capital markets, hoarded funds from borrowers regardless of credit-worthiness. Runs on financial institutions following the mortgage crisis, as in the cases of Bear Stearns, Lehman Brothers and others, can and did suddenly erode bank capital.
As the risk of insolvency is high, a spiral of credit restrictions is set in motion which takes the system to the edge of the collapse. However on this occasion the central banks have reacted differently as compared to 1929.

Time-use data allows economists to get a better idea of the way households organise their lives and time, enabling them to understand how men and women share work and leisure and how the unemployed organise the time available when they are not employed in the market.
In particular, time-use data from four countries shows that the unemployed spend most of their time in additional leisure and personal activities, rather than in increased household production, with little relation between the duration of unemployment and the division of time between household and leisure activities, particularly in areas of long-term unemployment and in contrast to areas where unemployment has risen cyclically.

In prosperous times, top management cashes in with stock options and astronomical bonuses, whereas when companies are ruined, the bill is passed on to the community. In this way the system of incentives and deterrents which lies at the foundation of the market economy is completely undermined. The selection made by the competitive system is distorted by annulling the principle of responsibility.

From miracle to decline? Between 1950 and 1991 the per capita income in Italy increased by an annual average of 3.8% in real terms. In subsequent years the average was just 1.3%. In 1950, the average Italian had an income equivalent to 38% of the average American. In 1991 he had reached 76%. This then declined to 64%. Italy is losing ground not only in relation to the United States, but also as compared to almost all European countries. What has happened? Or what has stopped working? Will the global crisis exacerbate this decline, or could it represent a new turning point?
